Conformity Assessment Procedures - Cableways

Regulation (EU) 2016/424 of the European Parliament and of the Council on cableway installations and repealing Directive 2000/9/EC lays down rules for the placing on the market and free movement of subsystems and safety components for cableway installations, as well as rules for the design and construction of new cableway installations and their placing into service.
Regulation (EU) 2016/424 applies to new cableway installations intended for the transport of persons, modifications to cableway installations requiring new approval, and subsystems and safety components for cableway installations.
Regulation (EU) 2016/424 does not apply to lifts, cableways classified as historical, cultural, or heritage railways, agricultural or forestry railways, cableways serving mountain huts and shelters, stationary and mobile equipment for leisure and entertainment activities, mining hoisting equipment or industrial stationary equipment, or equipment moving on water.

A cableway is divided into infrastructure and subsystems, which are listed in Annex I to Regulation (EU) 2016/424 :
  1. cables and cable joints
  2. ; drives and brakes
  3. ; mechanical equipment: cable tensioning devices, station equipment, track equipment
  4. ; vehicles: cabins, seats, and carrying devices, suspension, runway or track, anchorage
  5. ; electrical equipment: remote monitoring, control, and safety equipment; communication and information equipment; equipment for protection against the effects of atmospheric electricity
  6. ; evacuation equipment: fixed evacuation equipment,  mobile evacuation equipment

Essential requirements
Cableway installations and their infrastructure, subsystems, and safety components must meet the essential requirements set out in Annex II to Regulation (EU) No. (EU) 2016/424:

  • general requirements
  • , infrastructure requirements,
  • requirements for ropes, drives, and brakes, and for mechanical and electrical equipment,
  • cars and towing devices

  • equipment for passengers and operators

,

  • and operational requirements

. Conformity of subsystems and safety components
It is presumed that subsystems and safety components that comply with harmonized standards or parts thereof, for which references have been published in the Official Journal of the EU, are in conformity with the essential requirements set out in Annex II to which those standards or parts thereof apply.Conformity assessment

:a) Annex III to Regulation (EU) 2016/424 of the EU: type examination (Module B – production type) in combination with:

  • conformity to type based on quality assurance of the production process (Module D) in accordance with Annex IV to Regulation (EU) 2016/424,
  • type conformity assessment based on verification of a subsystem or safety component (Module F) in accordance with Annex V to Regulation (EU) 2016/424
b) Annex VI to Regulation (EU) 2016/424 conformity assessment based on verification of each individual product (Module G)

c) Annex VII to Regulation (EU) 2016/424, conformity assessment based on full quality assurance combined with design review (Module H 1)

EU Declaration of Conformity for a subsystem or safety component
The EU Declaration of Conformity confirms compliance with the essential requirements set out in Annex II to Regulation (EU) 2016/424. The EU Declaration of Conformity shall be drawn up in accordance with the model set out in Annex IX to Regulation (EU) 2016/424. The EU Declaration of Conformity must be kept up to date. The EU Declaration of Conformity shall accompany the subsystem or safety component. The EU Declaration of Conformity must be translated into the language of the Member State in which the subsystem or safety component is placed on the market or supplied. If a subsystem or safety component is subject to multiple Union acts requiring an EU Declaration of Conformity, a single EU Declaration of Conformity shall be drawn up for all such Union acts. All Union acts must be listed in the single declaration, including references to their publication.

The
CEmarking confirms the product’s conformity with the requirements of Regulation (EU) 2016/424. The CE marking is subject to the general principles set out in Article 30 of Regulation (EC) No. 765/2008.  The rules and conditions for affixing the CE marking are set out in Article 21 of Regulation (EU) 2016/424 or in the chapter “CE Marking and Other Markings” on nlfnorm.cz.
